Designing a Lockout Tagout or a Permit to Work system:
There is a legal requirement under the Health, Safety & Welfare at Work (General Application) Regulations 2007 that where possible, maintenance work is carried out when equipment is shut down, all work equipment is fitted with clearly identifiable isolators and that equipment can be reconnected in a way that poses no risk.
Hazardous energy sources would include electricity, pneumatic, hydraulic, mechanical and kinetic. A Permit to Work, or a Lockout Tagout system ensures that any work being carried out is being done in a controlled way which has minimised any potential hazards to their lowest possible level, and identified any control measures that are required to manage the risks that remain, such as stopping a person from reactivating a machine by placing a lock on it until work has been completed.
